[New-imc] CAIRO IMC (update, support from new-imc?)

SUMMARY:
There is no dissent yet on the new-imc list about the
idea of opening a temporary Cairo IMC site.

Hello imc-process, imc-communication, imc-tech (and
new-imc by cc),

So far there hasn't been any dissent from the new-imc
working group about the idea of opening a temporary
Cairo IMC.  

There seems to be definite support for the idea that
this would be a consciously pending site, and that
they will have to go through the new-imc process to be
listed on the cities list and join the network
"officially."  To indicate this, there have been ideas
for them to have a temporary URL (like
"http://cairo-temporary.indymedia.org") and to put a
statement at the top of their site saying this is a
temporary site and they're still organizing to join
the network permanently.  

There has been a bit of concern that developing a
"pending IMC" system like this will open the door to
many groups saying they have an immediate need and
demanding a pending IMC site, then never feeling the
need to do more.  We should be clear that these are
extreme circumstances and we'll continue to consider
these kinds of requests on a case by case basis.

Last night I received e-mails from a half dozen
organizers in Cairo expressing great need for a site. 
I just posted them on the new-imc list, so if you're
curious, they should be in the archives.
