[New-imc] IMC Cairo and IMC Beirut

I think that not only the creation of a provisional IMC Cairo is an urgent matter, but I appeal for the immediate activation of the Beirut-IMC site, since it was definitively approved by new-imc and imc-process more than one month ago.
