[New-imc] CAIRO IMC (idea for time limit)

Hi,

One idea.  Maybe we put a time limit on the Cairo
site.  For example, maybe we can say they can have the
temporary site open for three months, and if they
haven't started going through the new-imc process by
then we would revisit cairo-temporary.indymedia.org. 
Not that we want to rush anyone to organize, but we
also don't want to set another precedent for opening
temporary sites and then just leaving them in place
(like we did with the zimbabwe site).
