[New-imc] Rogue IMC outreach report

I am glad this finally came!  I hope this gets Rogue on the cities list, I think they are long overdue.  I have been reading a bunch of Rogue archives, and they have many more problems to resolve with the conflict within their collective with Andy, but as far as our task at new-imc, I propose we consense to give them our endorsement to imc-process.  Of course I believe that it is inappropriate for Ithacans to be categorically blocking Rogue based on their decision making processes, and many have come out to agree on this point, and I hope other imcs which may have 2/3 fall back positions are encouraged into the network in the future.  (Shayne's email to this list definitely resonated with me.)
