[New-imc] PROPOSAL: removing arc from new-imc WG

I also posted a specific rationale questioning such a block, and received an
angry response back from arc that did not address at all the issues raised.
. .and I have no history with him.
Being new to the list, I do not feel so strongly about removing arc from the
list as others do, however judging from what I have seen, there is grounds
to do so and I support the proposal.
