[New-imc] neutrality in handling the Belgian requests

the new-imc process is mostly for groups who want to start a website & want an imcname.indymedia.org
by default such imc's aren't topic/issue imc's.

there will be a new-project process soon (when it gets accepted). The proposal now is to accept only
projects with a global scope & with people involved from various imc's in various continents.

After having read mediacircus proposal, i still don't understand why it should go in new-imc process.

but that's just my opinion.
