Would it be better to de-activate montreal, save the archives
somewhere and if a group coaleses(sp?) in montreal they can go through
the new-imc process to get approved. It doesn't make sense to me that
an IMC that doesn't exist anymore could just be passed onto someone
else (like CMAQ) without going through the process.
