[New-imc] CARBONDALE, IL (U.S.)

I'm not exactly sure how this process works (being quite new to the
new-imc working group), but i'm here to help. folks from Carbondale
should feel welcome to check out the Urbana-Champaign IMC (also in IL
for those who don't know) and bombard me with questions (i'll forward them to
the appropriate folks if i don't know the answer).
