[New-imc] Handing philipines liason over.

Manila has made it thru the new-imc hurdle. Now its up to philipines to
get its act together.

I'm kinda 'over' the philipines imc process, so I'm gunna take up libbys
offer for me to help vl out, and she's said ok to looking after philipines
imc.

I think there was a perception among the philipines collective that I was
'biased' towards the manila collective (I am not and I dont see why a bias
even makes sense) , so its in everyones interest that
I remove myself from that process and concentrate on manila and vl.
