You are welcome to start an open publishing news website on issues, but 
that is not an indymedia center because indymedia is not just a 
website. Many groups have gotten assistance from the 
imc-tech at indymedia.org list to setup their own topic based open 
publishing websites.

There are some indymedia centers which are creating websites which are 
collaborations of topic based websites which pull content syndicated 
from local websites. There is a list, new-project at indymedia.org where 
those proposed projects go.
