[New-imc] introduction about biotech.indymedia and topic sites

This poses an interesting question that I don't think we have
addressed & may be a step forward in using indymedia.

We currently have syndicate sites such as IMC-US & IMC-Oceana, & even
the video IMC site.  Maybe we should start looking into ways for
individual IMCs to tag content, format, etc, for a wider variety of
syndication.

We have greatly improved how the IMCs work on a technical end, maybe
we can use that for creating useful topic aggregation and
dissemination without losing the local autonomy.

I have been pretty skeptical of topic IMCs since the Indymedia meeting
we had in Philly during the Republican Convention in 2000 & a very
interesting debate was had on local vs. topic.  However, we have added
various technical features since that time, and seeing that Clara's
application states they have a specific volunteer pool from around the
world along with a way of syndicating relevant content from local IMCs
may be some of the steps needed to have a topic IMC that does not
conflict with the mission of building local autonomous media.

& maybe establishing such a syndication in the network could temper
the crosspost problem flooding lots of sites with content irrelevant
to their locale.
