[New-imc] Perth [blocks] beach city in advance!

On discussion with th perth crew;-

We [BLOCK] any application that beach cities make.

This , as always is not meant as a "fuck you" beach cities, but rather a
time out until the criteria is met.

I propose that if Beach Cities propose to be legit , they need to convince
perth and I gather the rest of IMC that;-

A) They are not affiliated to KOBE , are not owned by KOBES former or
current ISP.
B) They are not affiliated to any political party or candidate.
C) They do not intend harm to Indymedia, its branding (ack! I hate saying
that, I feel so damn cappo), or its people
D) They are actively opposed to the sort of sentiments expressed in the
"imigrants out" article.
E) They are strictly non-heiracical , consensus based and open membership.
F) Demonstrate that outreach to community , radical and progressive groups
has happened.

I propose that if anyone is in the area from an established IMC who is
trusted by NEW-IMC or PROCESS , they should visit Bay Cities next *OPEN*
meeting. Are the LA crew nearby? One of them could attend the meeting if
they wish. Perhaps.

If these things are adressed, Perth will happily drop the block and
happily endorse bay city into "the family".

These steps, are ideologically neutral, but will still IMHO build a *real*
IMC.
