Now, I got really confused.
First at all, I never got a help (although We didn't expect so) whatever in tech or organization from other regions people, part reason is simple, the language (even now, the mailman and Twiki system CAN"T encoding Chinese correctly, whatever in big5, gb32, utf-8, zh_tw, but we must use it as orgainzation tool), more essential reason is the context and issues of regions are so different..
If we must wait for some kindly guy show up , then we can kick, it did sound strange to us.
Secondly, forgive our bad understanding, if so. We read the http://docs.indymedia.org/view/Global/NewImcHowTo all, and nothing tell us you must wait somebody's help. In 8 article, said:

so what does it mean anyway? We sent a online form, and have a clear statement and editorial policy within (maybe in English not :) ). Volunteer of TWIMC are come form activists groups and grassroots, including scholars and journalists. We think we can do the mobilization and organization by ourself. By the way , we wrote this stuff in Chinese, who can read from othre region? in East Asia, no Chinese-speaking region or city had a IMC site. and now only Japan had one. If folks knew geopolitics more, you will know the complex between this area, China, Taiwan, Japan and Koren, we had a long in-between history.
Third, We just try our way to get it stated since our society /state have a crazy good joy to be a member of WTO, corporative capitalism begin "earse" our public space and life, "delete" our labor right and low-income people, and few counter opinions can represent on the main stream media, it's the most emergent thing to Taiwan. For us, the most important thing is create a media and social gathering for journalist-activist in Taiwan , not to become a membor of offically "IMC". Yes, we did want be part of this amazing global scene you created, and it helps to bring more Chinese-Speaking people involve the anti-globalization, but if we must wait , so what will wait us?
I have no mean to critic the" rule" if it needed so musch.

:) Sorry! This is Jay from the Philadelphia IMC, and also from the new-imc working group. I'm so excited to hear a new IMC is forming in Taiwan. That's so great. Yes, you seem to have followed along in the new-imc documents, and seem to have done some good organizing.
Basically, once a new IMC starts to get together it sends a message to new-imc at indymedia.org (which you did), and someone from the new-imc working group is supposed to respond and offer to help you through the next steps of the process (mission statement, editorial policy, etc.). No one happened to do that, I'm afraid! Usually people from an IMC in the area of the forming IMC offer to help them through the process. Have you been in touch with any IMCs from your region? I know there aren't too many. Japan, perhaps? Jakarta, anywhere in Australia? Maybe someone from one of those groups will volunteer to help you.
Don't worry, you're not too far from joining the network! The next steps involve doing some more organizing, making sure your group is diverse and strong, making sure you've worked through lots of issues important to an IMC like what kind of editorial policy you'll have.
So, is there anyone on the new-imc list who may be interested in helping the Taiwan IMC through the next few steps?
