[New-imc] IMC Bulgaria - update

Our site http://imc.radr.net is in pretty good shape (we think :-) All 
group documents are under InfoDocs, both in Bulgarian and English. We 
have 9 people actively working on the site, editing and providing 
content. The site is fully bi-lingual. The package is dadaIMC.

We have officially to approve the membership criteria later this week 
and we'll be ready for launch.
