[New-imc] biotech.imc - general

(for your information - the general discussion on this should take place on 
imc-process)

some months ago we submitted an online form for biotech as a topic imc. 
Since then we developed a formal proposal for topics IMCs further and we 
now have submitted that proposal with a deadline for 15 May to imc-process.

Unless there are changes to it, we would like to be approved as topic IMCs 
following that proposal and some guideline questions formulated in the 
proposal

We hereby also submit our papers to new-imc and hope that we can get this 
approval process going altogether. We hope that somebody is willing to take 
this up as sponsor, because clearly we can't set our own deadlines here.
