Hello,
As a reply to the response we got from Bart (feb 7th), and a discussion on
our mailinglist to finalize the work on the imc Antwerpen docs, I present
the additional things requested. For simplicity's sake, the four documents
(P.O.U. , M.C.,E.P.,M.S.) in dutch and englisch, makes 8 in total, are
dumped underneath this mail as plain text.
The changes we made are :
* the POU / MC / EP have been translated from dutch to englisch.
* the mission statement has some minor changes (just in case somebody read
it before on the site) and has been translated into dutch.
* point (h) of the MC discussion has other comments : Laurent and Gunther
have subscription on mailing lists (imc-europe / imc-be / imc-process)
* the contact dbase has been updated
PRINCIPLES OF UNITY— addition and commentary of the collective between { }
This is a report of the discussion of the IMC Antwerp collective about this
fundamental IMC text.
1. The Independent Media Center Network (IMCN) is based upon principles of
equality, decentralization and local autonomy. The IMCN is not derived from
a centralized bureaucratic process, but from the self-organization of
autonomous collectives that recognize the importance in developing a union
of networks.
2. All IMC's consider open exchange of and open access to information a
prerequisite to the building of a more free and just society.
3. All IMC’s respect the right of activists {not to be filmed recognizably.}
4. All IMC's, based upon the trust of their contributors and readers, shall
utilize open web based publishing, allowing individuals, groups and
organizations to express their views, anonymously if desired. {Moreover
it’s about the diminishing and disappearing of the cleave between
journalists and readers. So to speak, everyone journalist.}
5. The IMC Network and all local IMC collectives shall be not-for-profit.
6. All IMC's recognize the importance of process to social change and are
committed to the development of non-hierarchical and anti-authoritarian
relationships, from interpersonal relationships to group dynamics.
Therefore, shall organize themselves collectively and be committed to the
principle of consensus decision making and the development of a [direct,
participatory democratic process] that is transparent to its membership.
{This element is very important: it protects us against authoritarian
recuperation. It also encourages us to hold anti-hierarchical meetings,
where we have to incorporate mechanisms/principles that make us pay
attention to gender, use of language, “big mouths”,

7. [All IMC's recognize that a prerequisite for participation in the
decision making process of each local group is the contribution of an
individual's labor to the group.] {No IMC can consist of separate critics
that don’t do a thing. That speaks for itself.}
8. All IMC's are committed to caring for one another and our respective
communities both collectively and as individuals. {They will share their
resources including knowledge, skills and equipment.}
9. All IMC's shall be committed to the use of free source code, whenever
possible, in order to develop the digital infrastructure, and to increase
the independence of the network by not relying on proprietary software.
{For the moment we’re using SF-active, open source-software, on the
test-site.}
10. All IMC's shall be committed to the principle of human equality, and
shall not discriminate, including discrimination based upon race, gender,
age, class or sexual orientation. Recognizing the vast cultural traditions
within the network, we are committed to building [diversity] within our
localities.
IMC MEMBERSHIP CRITERIA

Each IMC and Global Working Group is expected to:
a. Agree in spirit to the NIMC Mission Statement and Principles of Unity,
b. Have a committed membership substantial enough to sustain a functional
IMC,
c. Have open and public meetings (no one group can have exclusionary
"ownership" of an IMC) { It’s important not to let those ‘open’ meetings
become a void term: we have to think about how we can give as many people
as possible a chance to attend meetings.},
d. Work toward developing a local Mission Statement or Statement of
Purpose. Network Mission Statement may be adopted or used on an interim
basis,
e. Establish and publish an editorial policy which is developed and
functions through democratic process, and with full transparency {As to
edito-policy it might be best if we start from a few rather open
principles, that can be amplified in line with its practical outcome.}
f. Agree to the use of Open Publishing as described in the NIMC Editorial
Policy,
g. Adopt a decision-making policy that is in alignment with consensus
principles which include open, transparent and egalitarian processes,
h. Have a spokesperson(s) willing and capable of participating in the
global decision-making process and meetings as a rotating
liaison/representative, with a clear understanding of the responsibilities
that come with this role, {Laurent Nelen will subscribe to the imc-europe
list, Gunther Lippens is subscribed to the imc-be list for more local
inter-imc contacts and to imc-process},
i. Participate in the key IMC Network Communication Methods that pertain to
the health and vitality of the Network and that contribute to the work of
the IMC. Assure that at least one person from your local IMC participates
at any given time on the IMC-Communications list, {For us this isn’t
suitable , but when we’re approved, someone will have to take on that task.},
j. (NOT FINALIZED): Have no official affiliation with any political party,
state or candidate for office (comments: but individual producers have
freedom to do whatever they like and local IMCs can "feature" stories about
various political parties and initiatives), {IMC Antwerp wants to set very
clear that political parties and Indymedia should remain separated: it
can’t be that someone e.g. is on a list in name of Indymedia, nor can
Indymedia speak for any particular party or electoral formation. Concerning
this issue an adapted edito-policy is an absolute necessity.}
k. IMCs shall in no way engage in commercial for-profit enterprises. [We
could add: The IMCN is committed to the decommercialization of information
and will disassociate from any local IMC that decides to become a for
profit media corporation.]
l. Display a ‘local version’ of the IMC ‘I’ logo on their website. {There is
m. Include the IMC Network current ‘Cities List’ on your site, preferably
on the front page.
NETWORK MEMBERSHIP
1. Network Membership is open to any group that accepts the above criteria
for membership. In the case of several requests from the same city or
region, we will encourage them to meet and work together.
2. Network Membership in the NIMC will be confirmed by the New IMC
Working Group, which is accountable to IMC-Process and ultimately to the
NIMC decision-making process.
EDITO-POLICY of IMC-ANTWERPEN
(translated on februar 14, 2004)
We have chosen to construct a edito-policy which is based upon a few
principles. These principles can be elaborated in our praxis.
1. FEATURES.
a. Features are a set of linked articles about a single event or subject.
b. Features are being made in accordance with our striving for diversity:
diversity of social movements, action groups and action methods.
c. Features cannot cover news about any electoral party or formation. Not
because we are as a collective against elections, but because we do not
want to promote one party at the cost of another one.
2. NEWSWIRE (right column)
a. Indymedia is above all an open-publishing news channel which delivers
news and backgroundinformation in all possible forms.
b. Indymedia is also a discussion channel.
c. An article or comment will be removed if it fits under one of these
denominators:
1.Racist, sexist, homophobic, xenophobic or religious fundamentalistic.
2.Evident lies, insults or personal assaults.
3.Commercial advertisements.
4.Double posts or a post only containing a link.
5.Announcements of an action or event without any further background
information should be placed in the Calendar.
d. In case of doubt the article will be temporarly removed. Then the
article will be discussed on the Indymedia Antwerpen emaillist to put back
or definitively remove the article.
3. EDITO-TEAM.
a. The edito team consists of members of the collective which engage
themselves to maintain the newswire and make features.
b. The edito team has a contact mail and list where comments and remarks on
the edito policy/team can be send to.
c. When an article is removed, the edito team will send a message to the
author to explain why her/his article didn't settle to the editopolicy of
Indymedia Antwerpen.
MISSION STATEMENT
1. We strive to provide an information infrastructure for people and
opinions who do not have access to the airwaves, tools and resources of
corporate media. This includes audio, video, photography, internet
distribution and any other communication medium.
2. We support local, regional and global struggles against exploitation
and oppression.
3. We function as a non-commercial, non-corporate, anti-capitalist
collective.
4. IMC Antwerpen involves volunteer participants and allied
collectives organized along anti-authoritarian principles, being open and
transparent decision processes, also including open public meetings, a
form of modified consensus, and the elimination of hierarchies.
5. IMC Antwerpen participants shall not act in a manner that
endangers, intimidates, or physically harms any member of the group,
including by sexual harassment or acts of violence. Indymedia members
shall strive to act in a respectful manner to other members of the
collective as well as the public.
6. Our goals are:
*To encourage a world where globalization is not about homogeneity
and exploitation, but rather, about diversity and cooperation.
*To cover local events that are ignored or poorly covered by corporate
media.
*To provide edited audio, video, and print stories of the above on the
internet for independent media outlets and the general public.
*To facilitate the networking and coordination for the coverage of
local events as well as gather information about events to cover.
*To provide links to alternative media, activist, and research
groups.
*To seek out and provide coverage underscoring the global nature of
people's struggles for social, economic, and environmental justice
directly from their perspective.
*To offer community classes for training in internet and media
skills.
*To encourage, facilitate, and support the creation of independent news
gathering and organizations.
MISSIE VERKLARING
1. We streven naar het voorzien van een informatie-infrastructuur voor
mensen en opinies die geen toegang hebben tot de breedband, de middelen en
de bronnen van de gangbare media. Hierbij zijn inbegrepen audio, video,
fotografie, internet-distributie en eender welk ander communicatiemiddel.
2. We steunen lokaal, regionaal en globaal protest tegen uitbuiting en
onderdrukking.
3. We functioneren als een niet-commerciëel en anti-kapitalistisch
collectief.
4. Indymedia Antwerpen bestaat uit een werking met vrijwilligers en
verwante collectieven, georganiseerd volgens anti-autoritaire principes,
(namelijk) open en
transparante beslissingsprocedures, met daarbij inbegrepen open, publieke
vergaderingen, gebaseerd op consensus; en de eliminatie van enige vorm van
hiërarchie.
5. Indymedia Antwerpen medewerkers zullen niet handelen op een wijze die
een lid van de groep kan in gevaar brengen, intimideren of fysiek kwetsen,
daarbij inbegrepen sexuele intimidatie of vormen van geweld. Leden van
Indymedia zullen ernaar streven respectvol te handelen zowel naar de andere
leden als naar het publiek toe.
6. Onze doelstellingen zijn de volgende:
* Om de opbouw wereld aan te moedigen waarin globalisering niet draait rond
homogeniteit en uitbuiting, maar eerder rond diversiteit en samenwerking.
* Om te berichten over lokale gebeurtenissen die genegeerd of nauwelijks
beschreven worden door de gangbare media.
* Om audio, video en gedrukte verhalen op internet beschikbaar te maken
voor onafhankelijke media-afnemers en het grote publiek.
* Om 'netwerking' en coördinatie van de verslaggeving van lokale
gebeurtenissen te vergemakkelijken, alsook het verzamelen van informatie
over gebeurtenissen om verslag over te geven.
* Om links te voorzien naar alternatieve media, activisten en sociale
actiegroepen.
* Om verslaggeving te zoeken die de nadruk legt op het gevecht van de
mensen voor sociale, economische en milieu-rechtvaardigheid, rechtstreeks
vanuit hun perspectief.
* Om gemeenschapslessen te voorzien voor training in internet- en
mediavaardigheden.
* Om het ontstaan van onafhankelijke nieuwsgaring en organisaties aan te
moedigen en te vergemakkelijken.
PRINCIPES VAN EENHEID -- aanvulling en commentaar van collectief tussen {

1. Het Independent Media Center Network (IMCN) is gebaseerd op principes
van gelijkheid, decentralistie en lokale autonomie. Het IMCN is niet
ontstaan uit een gecentraliseerd bureaucratisch process, maar uit de
zelforganisatie van autonome collectieven die het belang erkennen van het
ontwikkelen van een unie van netwerken.
2. Alle IMC's erkennen open uitwisseling en open toegang tot informatie als
een basis voorwaarde voor het creëren van een vrijere en rechtvaardigere

anoniem doen als ze dat wensen. {Het gaat hier verder om een vervaging en
een verdwijning van de kloof tussen journalist en lezer. Bij wijze van
spreken, iedereen journalist.}
5. Het IMC Netwerk en de lokale IMC's zullen geen winstoogmerk hebben.
6. Alle IMC's erkennen het belang van proces voor sociale verandering en
zijn geëngageerd tot het ontwikkelen van net hiërarchische en
anti-authoritaire relaties, van interpersoonlijke relaties tot
groepsdynamieken. Hiervoor zal een IMC zich collectief organiseren en
geëngageerd zijn tot de principes van beslissingen te nemen bij consensus
en tot het ontwikkelen van een [direct, participerend democratisch process]
dat transparant is voor de leden. {Dit punt is heel belangrijk: het
beschermt ons tegen autoritaire recuperatie. Ook moedigt het ons aan om
anti-hiërarchisch te vergaderen, waarbij we mechanismen/principes moeten

beslissingsmaking van iedere lokale groep, de inbreng van een individu zijn

8. Alle IMC's zijn geengageerd om voor elkaar en voor onze respectievelijke
gemeenschappen te zorgen, zowel als collectief of als individu. {Ze zullen
hun bronnen, met inbegrip van kennis, uitrusting en vaardigheden, delen.}
9. Alle IMC's gaan een engagement aan om vrije source code te gebruiken
waar dat mogelijk is. Dit om de digital infrastructuur te ontwikkelen en om
de onafhankelijkheid van het netwerk niet te laten afhang op copyrighted
software. {Wij gebruiken op de testsite momenteel SF-Active, open
source-software.}
10. Alle IMC's gaan een engagement aan ten aanzien van de principes van
menselijke gelijkheid en zullen niet discrimineren. Met inbegrip van
discriminatie op gebied van ras, gender, leeftijd, klasse of sexuele
geaardheid. Rekening houdend met de culturele tradities binnen het netwerk
zijn we geëngageerd om een diversiteit te uit te bouwen binnen ons netwerk.
LIDMAATSCHAPSCRITERIA -- commentaar en aanvullingen collectief tussen { ...}
Van iedere IMC en globale werkgroep wordt verwacht dat:
a. ze akkoord gaan met de geest van NIMC Agree opdrachtsverklaring (mission
statement) en de principes van eenheid,
b. ze een geëngageerd lidmaatschap hebben dat voldoende groot is om een
duurzaam functionerende IMC te onderhouden,
c. ze open en publieke vergaderingen hebben (één groep kan niet exclusief
een IMC "bezitten") { Belangrijk is om die 'open' vergaderingen geen loos
woord te laten worden: we moeten erover nadenken hoe we zoveel mogelijk
mensen de kans geven vergaderingen bij te wonen...}
d. ze werken aan het ontwikkelen van een locale opdrachtsverklaring. De
netwerk opdrachtsverklaring mag gebruikt worden op "interim" basis,
e. ze een editoriaal beleid ontwikkelen en publiceren dat ontwikkeld is in
een democratisch process met volledige transparantie, {Qua edito-policy
kunnen we best beginnen vanuit een aantal vrij open principes, die we dan
naargelang de praktijk ons uitwijst, kunnen verdiepen.}
f. ze er mee akkoord gaan om "Open publishing" te gebruiken, zoals het
beschreven staat in het NIMC editoriaal beleid g. ze een beslissingsproces
hebben dat in overeenstemming is met de principes van consensus en dat een
open, transparant en gelijkwaardig proces bevat.
h. ze (een) woordvoerder(s) hebben die bereid en bekwaam is om deel te
nemen in het globale beslissingsprocess en vergaderingen. Deze rol wordt
opgenomen als een roterende job als liaison en er wordt verwacht dat men
begrijpt wat de verantwoordelijkheden van deze rol zijn.
{Voorzitter/secretaris van vergaderingen moet dus roterend zijn} {Laurent
Nelen schrijft zich in op imc-europe en Gunther Lippens is ingeschreven op
imc-be voor meer lokale inter-imc contacten en op imc-process}
i. ze participeren in de IMC netwerk communicatie methoden die de
gezondheid en de vitaliteit van het netwerk vergroten en dat ze zullen
meewerken aan het IMC werk. Ze moeten ervoor zorgen dat op ieder moment
tenminste één iemand van hun lokaal IMC deelneemt aan de imc-communications
lijst. {Dit is natuurlijk voor ons nog niet aan de orde, maar wanneer we
goedgekeurd worden, zal iemand die taak op zich moeten nemen}
j. (NIET DEFINITIEF): ze geen offcieel verbond hebben met gelijk welke
politieke partij of kandidaat in de verkiezingen. (opmerking: individuele
leden van gelijk welke IMC behouden de vrijheid om te doen wat ze willen en
lokale IMC's kunnen features maken over gelijk welke politieke partij of
initiatieven) {IMC Antwerpen wil hier heel duidelijk moeten stellen dat
politieke partijen en Indymedia gescheiden moeten blijven : het kan niet
dat iemand bv. op een lijst staat in naam van Indymedia, noch kan Indymedia
zich uitspreken voor deze of gene partij of electorale formatie. Een
adequate edito-policy hierrond is een absolute vereiste!}
k. ze in geen geval zullen handelen in commerciële bedrijven. [we voegen
toe: het NIMC netwerk is geëngageerd in de decommercialisatie van
informatie en zal zich distantiëren van iedere lokale IMC die beslist een
mediabedrijf te worden.]
l. ze een 'lokale versie' van het IMC 'I' logo op hun website {hier wordt
momenteel aan gewerkt} en publicaties zullen gebruiken
m. ze een upgedate versie van de 'cities list' op hun site zullen
gebruiken, het liefst op de voorpagina.
NETWERK LIDMAATSCHAP
1. Netwerk lidmaatschap staat open voor elke groep die de hierboven
beschreven criteria aanvaard. In het geval er verschillende aanvragen zijn
voor dezelfde stad of regio, zullen we hen aanmoedigen om elkaar te
ontmoeten en samen te werken.
2. NIMC netwerk lidmaatschap zal bevestigd worden door de New IMC
werkgroep, die een subgroep is van IMC-Process {en verantwoording} moet
afleggen aan het volledige NIMC beslissingsmakingsproces.
EDITORIAAL BELEID
De bedoeling van dit voorstel is om een edito-policy uit te werken die
vertrekt vanuit een aantal basisprincipes. Deze principes kunnen dan door
de praktijk uitgediept worden.
1.FEATURES (middenkolom)
1. Features zijn een reeks aaneengeschakelde artikels die allemaal over één
bepaald onderwerp of rond een bepaalde gebeurtenis verhalen.
2. Features worden gemaakt vanuit een streven naar diversiteit: de
diversiteit van sociale bewegingen, actiegroepen en actiemethodes.
3. Features kunnen niet gaan over politieke partijen of electorale
formaties. Niet omdat wij als collectief tegen verkiezingen zijn, maar
omdat wij geen enkele partij willen promoten ten koste van een andere.
2.NEWSWIRE (rechterkolom)
1.Indymedia is voor alles een open-publishing nieuwskanaal, een kanaal dat
dus vooral dient voor nieuws en achtergrondinformatie in alle mogelijke
vormen.
2.Indymedia is ook een discussiekanaal.
3.Een artikel of comment zal verwijderd worden van de nieuwslijn als het
onder één van de volgende noemers valt:
a. Racistisch, homofoob, xenofoob, seksistisch of religieus
fundamentalistisch.
b. Leugens, beledigingen en persoonlijke aanvallen.
c. Commerciële reclame.
d. Dubbele posts en posts met louter een URL.
e. Aankondigingen van acties en evenementen zonder verdere duiding
horen thuis in de agenda.
4.Bij twijfel zal het artikel voorlopig verwijderd worden, waarna dan een
discussie gevoerd wordt via de emaillijst van Indymedia Antwerpen om het
artikel wel/niet terug te plaatsen.
3.EDITOTEAM
1.Het editoteam bevat leden van het collectief die zich ertoe engageren de
newswire te onderhouden en features te maken.
2.Het editoteam heeft een contactpunt/emaillijst waar je je kritieken en
commentaren op de editowerking kwijt kan.
3.Wanneer het editoteam een artikel verwijdert, zal er een mail naar de
auteur gestuurd worden met uitleg waarom het artikel niet voldoet aan de
editoprincipes van Indymedia Antwerpen.
