[New-imc] new volunteers?

as a largely silent member of this list, i suspect there are a ton of
people out there like me. i think the first thing to do would be to send
out a list of expectations for sponsors over this list. i don't really
know enough about the process to sponsor anyone, and my guess is that the
people who do know enough btu aren't on this list are too busy to pick up
one more thing.
