[New-imc] new volunteers?

Hi,

I'm Jó from the Portuguese IMC.

I use to volunteer to help people from New European IMCs and also helped Taiwan
and Kashmir even if they didn't end the process. Suppose they gave up.

I can help IMCs from other parts of the world and will do so. But as I usually
volunteer for Europe I don't know which new IMCs need help.

So if someone was organized enough to pass me a list of pending proposals I can
help one or two IMCs.
