Reviewing the message trail of how the sf.indymedia.org proposal
passed

it did pass ususually.  There was no declared sponsor for the
collective.  The new-imc working group member who championed it was
Gekked, who is a member of the new applying collective.  He set the
deadline and also sent the message to imc-process that the proposed
imc passed. 

In order to avoid this sort of conflict of interest in the future, I
propose that all IMC application have a sponsor who is not a member of
the applying collective.

This is a forward-looking proposal and cannot apply retroactively.
