[New-imc] what can the global lists do?

OK.  It looks like there is a big problem with SF that extends beyond basic 
issues.  Can we please find a venue that addresses all things that apply to 
SF issues, including Radio and other server issues.

This is out of control in that we don't have one place to address a 
multitude of issues that extend to one problem.

Can we find one place to deal with all issues revolving around SF?  It 
makes more sense to deal with ALL issues at one place rather than spreading 
them out to all the lists...
