[New-imc] bolivia ...

hey.  a new bolivia-indymedia wishes to form, a hundred miles from La Paz, they are getting their proposal together.

any procedural things they need to know about?? does all the stuff need to be submitted in english?  shall i have them send me their stuff first or ???
