[New-imc] proposed Belarus IMC

dear newimc,

on global process i saw that someone from belarus has proposed a new imc. on
your list and on the wiki pages i couldnt find whether anybody is already
involved with their application, but i'd like to offer my help.

i havent been active in indymedia that much for the last year (just
occasional palestine stuff for indy uk and nl), but i have worked quite a
bit in belarus in a previous life as a student organiser. i still have a (i
think anyway) quite clear picture of the different groups and people there
-as well as an idea of their backgrounds and agendas. so whoever takes up
this application - feel free to get in touch for info or contacts.
