[New-imc] Proposed new imc Valparaiso

While I had expressed concerns about the application, I did not put forth a block.

The message setting a deadline for the application gave 1 week for people to place blocks.  As all the concerns had already been thought out and expressed, changing them into formal blocks could have been easily done in that week.

The deadline message also had links to all the messages inthe archive expressing concerns. How did this not follow our process or sneak anything past our process?
