[New-imc] proposal

The Newsreal is a longstanding project & working group.  I think it
would be a bad precedent to make project based working groups to
become topic IMCs.

I think, following the lead of UK & Brazil, that the legitimate
conflict in working groups such as this should be dealt with in
imc-us-process.
