[New-imc] Sketch of the proposal to IMC Valparaiso

Dear Rosa,

thank you very much for this proposal. I think it is an excellent 
approach to the problem.

For me it is most relevant that new indymedia collectives are aware of 
the problems that can arise because we have seen them arising in many 
other collectives, and i think this proposal and the request that imc 
valparadiso comes back with a report after 3 months is a very good way 
of assuring that.
