The most important thing is the summary/feature text itself--the html is kind of secondary, though if you go ahead and insert your links, that's great. The process works like this:

1. a feature proposal (already written out, with titles and links) is emailed to the editorial list.
2. the proposal is discussed/edited/added to by editorial group members on the list
3. It's approved once three editorial group members give thumbs up, and one of the editors posts the feature to the site. This usually takes less than 24 hours.

Most of the editorial group members at present are frighteningly overcommitted activists, which is why there are so few features posted these days. So, your help is most welcome, and will be most effective if you can write up your proposal in feature form, as described on the weblink I sent.
