Gentry, you're barking up the tree I call "we have a good enough policy, you can read it at---" , a tree in the deep forest Process.
If its hard to access, no one acceses. if no one accesses, no one contributes
The solution is do what works, what gets contribution. Define it in the historical, not the future-to-be.
Learn to ride the bike, then describe riding it.
