[Seattle-editorial] preparing to post WSIS feature with local paragraph

working on brief paragraph about King Co. council/Comcast to go along.

Also,
talked w/Stefani.  She'll be copying more templates to *test* sites and 
suggests that we continue to use those to hack design and functionality 
before implementing much more on live site.  we should also be 
practicing the admin interface on the *test* sites.  I'm not sure of the 
staus if these test sites functionality, but Stefani will be adding 
templates to them for praticing.
