[Seattle-editorial] ADMIN: Who has right to publish currently?

of course people can publish.  
who currently has rights to publish?
we need to clarify who can publish and distribute the password so that the editorial group can be more effective.  i think that would be a good thing to discuss and just clarify at any upcoming meeting, along with general training on mir etc and all the other topics that have been raised and need to be discussed.
