[Seattle-editorial] IDEA: facilitating feature proposal

Wouldn't it be nice if there was another screen like
  http://seattle.indymedia.org/features.cgi?screen=edit

(perhaps features.cgi?screen==propose)

Except for the following changes:
  * sends the proposed feature to the seattle-editorial list
  * does not require a password
  * has a slot for "proposer's email address" (and a link saying
    "help") with the following text behind the link:

    fill this in if you'd like to be part of the discussion and have not
    joined the seattle-editorial list (join that list here
    https://lists.indymedia.org/mailman/listinfo/seattle-editorial).

  * a few cosmetic changes to make this possible.

Do people think this is a good idea? I do. (well, what did you expect?)

We could then link to it "propose a feature" from the front page!

Rather than go into why I think it might be technically feasible, I want
the thumbs up from this crew before I take it to the seattle-tech group.
I'll go into tech details there, if nobody thinks this is a bad idea.
