[Seattle-editorial] IDEA: facilitating feature proposal

I think it's a fine idea given that tere is either an intermediate page 
or expanatorey paragrapgh before the for with some guidelines, like that 
the feature should refer to at least one newswire article and preferably 
more, it should be local or regional or tie in directly to a local 
impact of some kind...

publicized it could help build confidence in the process and motivate 
more folks to post.  We'd have to be prepared for a fair amount of back 
and forth with people about refining proposals and such.  Wouldn't we 
also expect a lot more voices in the editorial discussions?  Do we have 
fresh ed. collective membership requirements? Food for thought.
