[Seattle-editorial] Bug fix request: mime type on ogg vorbis articles

When I upload ogg vorbis formatted audio files, they get a mime type of
"application/octet-stream" rather than the more useful "audio/x-mpegurl".

Because of this, articles with ".OGG" files don't appear in this 'audio'
list:

(I've manually updated they mime type of MY articles, which is why they show
up)

I gather it would be a simple fix for someone who knew where to look.

Or is this just another good reason, to... perhaps... 
Upgrade to the website to a new code base?
