[Seattle-editorial] website changes: radio, wiki, chat & FCC

I've made some content changes to our website, let me know if further
changes are needed.

1) homepage (sidebar.inc - on the left)

i added a wiki link called "collaborate" below the existing links "report"
and "publish"

i hid the 64k radio stream link (so it can be used exclusively for
mirrors, and local stream ripping/recording)

i added a seattle chat link, which points to a new page on kropotkin, and
logs the user into the #seattle channel. Rather than create a "chat with
the dj" link and a #seattleradio link, i thought we could use #seattle for
that purposes until expansion and differentiation is needed.

i updated the RTM audio links, by hiding the old links and adding links i
found on reclaimthemedia.org.
