[Seattle-editorial] Proposal: SFACTIVE be consensed upon as new code

I propose we adopt SFActive. If you don't know what I'm talking about, I
will email you the background info directly.

Please object, discuss, or whatever. I will propose this again at the next
Editorial meeting, and then take the decision to the General, if we make a
decision that is.
