[Seattle-editorial] Feature Proposal: Olympia acts against patriot act

Ben, What would you suggest as the hook for the center page to link to the rest of the story?  You can either write something yourself or use something from the story.  I did read this story and thought it an appropriate feature, however, nothing jumped out at me as a good, interesting hook or lead, so I didn't pursue it.  

Also we need a title and a subtitle.  These are little details involved with proposing a feature that take time to think through and make compelling.
