[Seattle-editorial] HTML Check box for articles is broken

Mark,

Thanks for your observations.  SeattleTech is aware of the
charachter set issue, and does not know when the fix will occur.

The *broken HTML check box* (See below) is more serious, and we will
bring this to their attention.
