We don't have money to spare.  we have past due obligations which are always first priority.  We spent it, now pay it.  then we move on to new , discretionary spending.  only then.

As for the specifics of this---the long at dock computers to south america?  is that still around?  I would vote not a cent more for that until its done, then bill us and we might see.  NOT ONE CENT FRONT MONEY to move them, pay storage etcetcetc...
