at all certain how this is envisioned, and also how to try it.
two separate index pages ( like global, which has a default  
features/syndication , and a separate index_open  which is the 
newswire,   or a two-sectioned newswire, as sf.indymedia.org   has   ?

as for a separate local page, that would perhaps have to be something 
like a "topic"  or "genre" or some-other-name  such as pdx uses.    that 
is something i know not.
