[Seattle-editorial] Convert: ANSI -> OEM

I just spent a few hours trying to fix up the latest
post from Anderberg.  It was full of that strange junk
we get on this new page.

However,  I found that if in EditPad Classic, I used
the Convert option on the top menu, and selected
ANSI->OEM, that when I reposted it into MIR, that all
the junk was gone!

Does that help explain the strange junk problem we get
in the text all the time?
